Law Enforcement "Operation Lightning": Disruption of ‘SocksEscort’ Cybercrimes

A multinational law enforcement action known as Operation Lightning, coordinated by Europol, marks a major step in the global fight against cybercrime.

Conducted in March 2026, the operation targeted the criminal proxy service ‘SocksEscort’, which exploited vulnerabilities in over 369,000 routers and Internet of Things (IoT) devices across 163 countries. These compromised devices were turned into a vast botnet used for ransomware attacks, distributed denial-of-service (DDoS) campaigns, and even the dissemination of child sexual abuse material—activities made possible by masking perpetrators’ true IP addresses.

During the operation, authorities seized 34 domains and 23 servers, located across seven countries, and froze approximately USD 3.5 million in cryptocurrency linked to the operation. Europol, working with agencies from Austria, France, the Netherlands, the United States, and Eurojust, coordinated data analysis, crypto tracing, and network forensics through its Virtual Command Post in The Hague.

The takedown of SocksEscort demonstrates how international cooperation and information sharing are important in combating cyber threats that exploit global digital infrastructure.

As Europol’s executive director emphasized, cybercrime networks thrive on anonymity—dismantling the systems that enable this anonymity significantly disrupts malicious activity worldwide. Moreover, the operation underscores the need for proactive cybersecurity measures, such as regular firmware updates and vendor accountability, to prevent devices from being co-opted into criminal networks.

This case serves as an example of how aligned strategic operations, backed by Europol’s intelligence capabilities and EMPACT’s collaborative framework, can effectively dismantle complex, borderless cybercriminal infrastructures.
